Välkommen till Stasi och KGB land 53!

Jag har i flera omgångar i mina inlägg om FRA lagen återkommit till vilka ”värdiga och intälägänta” representanter vi har i Sveriges riksdag och regeringen.

Där ideologier, principer etc. används i officiella sammanhang OCH när det passar. Men när det verkligen gäller så skiter man fullständigt i alla dessa ideologier och principer – då är det bara makten, OCH BARA MAKTEN som räknas.

Och då spelar sådana saker som att man avskaffar integritetsskyddet och rättsstaten för vanliga medborgare I BROTT MOT grundlagen, Europakonventionen om mänskliga fri- och rättigheter och FN: s deklaration om mänskliga rättigheter ingen roll.

Och efter de ”nya” turerna kring FRA lagen så är det bara att konstatera att detta gäller ÄNNU MER nu.

Det finns oändligt mycket att säga om den senaste veckans spel. En hel del påminner om spelet den 17-18 juni i år. Fast då med andra aktörer.

Och mycket har redan sagts på bloggosfären så jag nöjer mig med denna kommentar.

Har man som jag under en längre tid hållit på att analysera politik, svensk och internationell, så vet man HUR FULLSTÄNDIGT AVGÖRANDE DET ÄR MED DETALJERNA, ORDVAL OCH VAR KOMMATECKEN m.m. står i bisatser, förarbeten, förklaringar, ”fotnötter”, uttalanden etc.

Där dessa detaljer i praktiken gör att ett avtal blir mer eller mindre värdelöst då man vrider syftet med avtalet 90 grader, ja ibland 180 grader genom dessa ”detaljer”. Dvs. de VERKLIGA intentionerna med avtalet framgår JUST i dessa ”detaljer”.

Ett utmärkt nyligt exempel är hur ryssarna lurade skjortan av den franske presidenten i det avtal om tillbakadragande från Georgien som de så högtidligt undertecknade. OCH DET VAR JUST GENOM ALLA DESSA TVETYDIGHETER I DETALJERNA som gjorde att avtalet i praktiken blev något helt annorlunda. Som gjorde att ryssarna ”ostraffat” kunde göra som de ville, när de ville och hur de ville.

Sen var det ju ett rent ”nöje” att se hur bortkollrade fransmännen blev. De brukar nämligen i internationella sammanhang tala om för allt och alla hur ”duktiga” de är på att förhandla och vilka mästare de är på hela spelet kring detta.

Den som bäst har förstått det hela är Mark Klamberg, doktorand i folkrätt och folkpartist, som aktivt har deltagit i motståndet mot FRA lagen. OCH som delvis har deltagit i de senaste turerna kring FRA lagen inom folkpartiet som lett fram till den ”nya” uppgörelsen.

Och som en följd av dessa turer kring ”detaljerna” (dvs. att regeringen tydligen TILL VARJE PRIS VILL BEHÅLLA DESSA DETALJER/”HJÄRNSPÖKEN” vilket borde få ALLA varningsklockor att ringa på högsta volym) så har Klamberg med omedelbar verkan lämnat ALLA uppdrag inom folkpartiet.

Heder åt en man som verkligen står för sina principer och INTE BARA PRATAR OM DEM NÄR DET PASSAR OCH INTE KOSTAR NÅGOT.

Djävulen finns i detaljerna

Någon kanske undrar vad jag ogillar med FRA-överenskommelsen. Jag var med i en del av de samtal som föregick överenskommelsen.

Som teknikintresserad jurist ser jag de avgörande frågorna. De är för närvarande gömda i FRA-lagstiftningens bisatser, andra lagar än signalspaningslagen, undantag, uttalanden i förarbeten och förordningar. Vissa kallar detta ”detaljer” och när jag lyfter fram dessa ”detaljer” blir jag beskylld för att se hjärnspöken. När jag ber om att dessa ”detaljer” ska raderas blir det plötsligt väldigt viktigt att ”detaljerna” (och därmed mina hjärnspöken) står kvar.

Med denna överenskommelse står bisatserna, undantagen, uttalanden i förarbeten och förordningar kvar. Därför sa jag godnatt. Jag kan inte redogöra för dessa ”detaljer” eftersom jag då skulle bli beskylld för att spekulera och svika förtroenden. Därför får ni vänta med min fullständiga kommentar till regeringen har presenterat överenskommelsen med lagtext och proposition. Under tiden kan ni läsa mina gamla inlägg, där skriver jag om bisatserna, undantagen, uttalanden i förarbeten och förordningar. Men det är ju bara ”detaljer” och hjärnspöken… Medan vi väntar på propositionen så kan journalister, ledarskribenter och borgerliga debattörer och politiska kommentatorer berömma överenskommelsen, ”detaljerna” är ju oviktiga. Mycket praktiskt för regeringen.

Av det som framkommit kring FRA-frågan så är jag inte nöjd. Har sagt upp alla mina uppdrag i folkpartiet. Man måste välja vad man gör med sin dyrbara fritid. Har inget att tillägga. Godnatt.

Our mission is to rescue environmentalism from the radicals and Global Warming Hysterics

Så här skrev jag om EcoWorlds ledare från den 1 augusti i år:

”Här kommer en av de bästa sågningarna av hela Global Warming Hysterin jag sett på länge. Det är från fredagens EcoWorld (”an information resource on nature and clean technology”) i Editor’s Commentary. Det är faktiskt första gången på länge som jag har sett att aktiva miljökämpar går ut och fördömer hela Global Warming Hysterin för dess ovetenskapliga grunder och de GIGANTISKA kostnaderna för deras nonsensåtgärder.

Det finns faktiskt hopp för miljörörelsen. En miljörörelse som ägnar sig åt riktiga problem som folk dör av här och nu. Och som ser till kostnaderna för dessa åtgärder.”

Och nu har de återkommit med ett nytt, kraftfullt inlägg mot extremismen och Global Warming Hysterikernas framfart i miljörörelsen i gårdagens numer (23 september).

De säger så här:

But we also believe environmentalism needs to be rational, not extreme, and our mission is to rescue environmentalism from the radicals.”

Jag lyfter på hatten och välkomnar hjälpen från miljökämpar som vill återta miljöfrågorna från radikala fundamentalister som inte bryr sig ett smack om vanligt folk och deras levnadsvillkor. Eller för den delen verkliga miljöproblem.

Som sagt:

Det finns faktiskt hopp för miljörörelsen. En miljörörelse som ägnar sig åt riktiga problem som folk dör av här och nu. Och som ser till kostnaderna för dessa åtgärder.”

Editor’s Commentary

Rational Environmentalism

Back in March 2008 we first posted an essay entitled ”Rational Environmentalism,” where we explicitly stated fifteen principles that we believe summarize our editorial position on what environmentalism should be, versus what environmentalism has become.  We did this because we had just been noticed – perhaps we should consider this an honor, but we don’t – by a professional PR firm whose charter is to smear anyone who questions global warming, or the radical policies being advocated to mitigate alleged global warming.

This post is to restate those principles, because we want to make certain our position is clear.  We don’t consider EcoWorld to be a ”greenwashing” website, because greenwashing is the process of obfuscating facts and presenting misleading information in order to further the public relations agenda of a polluter.  We don’t think that’s right.  We think pollution should be cleaned up.  But we also believe environmentalism needs to be rational, not extreme, and our mission is to rescue environmentalism from the radicals.  So here are these fifteen precepts – in brief – and if you wish to read them in their entirety, please click here to the original post:

 

ECOWORLD’S PRINCIPLES OF RATIONAL ENVIRONMENTALISM

(1)  We believe in emphasizing limited government, free markets, and individual liberties.

(2)  We believe ”smart growth” is damaging the economy and the environment.

(3)  We believe there is not compelling evidence that human CO2 emissions are causing potentially catastrophic climate change.

(4)  We believe there is abundant land, and ”urban service boundaries” are meant to inflate the price of homes to increase property tax revenues to the public sector.

(5)  We believe California‘s ”Global Warming Act” is a tactic to reduce public entity budget deficits through fees and hidden taxes (such as CO2 emission auctions).

(6)  We believe budget deficits can be eliminated by placing ALL retired workers in America on social security and medicare, including retired public employees – and NOT through global warming taxes & fees.

(7)  We believe nuclear power is safe, and Yucca Mountain is a safe repository for nuclear waste.

(8)  We believe the ”alarm industry” is far better funded, by 100 to 1 or more, than the ”denial industry.

(9)  We believe cars, busses and roads are a far, far more efficient solution to mass transit challenges than light rail.

(10)  We believe CO2 is the LEAST of our air pollution concerns, and we should focus on reducing genuine air pollution.

(11)  We believe if there are regional climate impacts caused by man, they are more the result of deforestation, aquifer depletion, and desertification – than atmospheric concentrations of CO2.

(12)  We believe that many green entrepreneurs and green politicians have been corrupted by the fascistic urgency of the global warming message, and are unscrupulously exploiting it.

(13)  We believe centralized mandated solutions to alleged global warming will inhibit innovation and undermine our ability to achieve energy independence and genuine pollution reductions.

(14)  We believe the excessive focus on CO2 is slowing the trajectory of solutions to genuine environmental challenges, if not reversing them.

(15)  We believe we may modify these principles at any time, based on factual evidence.

 

AND WE ARE ENVIRONMENTALISTS!

This is the message that needs to come through – loud and clear.  There are other items that could be added to this list, but they don’t belong on it because they aren’t about the beliefs we hold or the policies we advocate, but instead are about the conversation we are having.  And what of this ”conversation?”  Has it turned into a farce?  Is conversation still possible?

We believe it is wrong – and an opportunistic diversion – to take these 15 points and use them as evidence we are ”greenwashing,” because we aren’t.  We are providing what we believe is a rational response to today’s mainstream environmentalism having lost sight of the balance between the needs of people, profit, and the planet.  And we see the urgency of the global warming ”crisis” not as a crisis, but as a tactic.  Why?  Because we’ve done our homework, and haven’t written off every informed skeptic in the world as a tool of corporate interests – rather, we’ve read their material, and found it compelling.

Alekos Panagoulis, a 20th century Greek freedom fighter, a man of exceptional courage and tenacity, wrote the following:

”This is the epoch of the ism.  Communism, capitalism, marxism, historicism, progressivism, socialism, deviationism, corporativism, unionism, fascism: and nobody notices that every ism rhymes with fanaticism.  This is the period of the anti: anticommunist, anticapitalist, antimarxist, antiprogressivist, antisocialist, antideviationist, anticorporativist, antiunionist: and nobody notices that every ist rhymes with fascist.  It is through locking oneself up in a dogma, in the blind certitude of having gained absolute truth, whether it be the dogma of the dictatorship of the proletariat or the dogma of the virginity of Mary or the dogma of law and order, that the sense or rather the significance of freedom is lost, the only concept that is beyond appeal and beyond debate.”

Panagoulis, who was killed before personally witnessing the positive consequences of his courage, saw power for what it was, a mountain, a mountain with left flanks and right flanks, but more than anything else – a mountain with daunting mass; presence; power. And if your only animating ideology rests upon one wing or one flank, at the expense of the other, you are only part of the mountain, only a reflection of your reflexive adversary, you have become a puppet; you are no longer the patient, transformative, liberating wind of change, nor an agent of freedom.

Global Warming Appetizer – Heavy Snow Fall In South Africa Blamed On Global Warming. As is Ice Storms in Kenya.

Unexpected snowfall and freezing temperatures in the KwaZulu-Natal region of South Africa has been described by so called climate experts as a feature of global warming.

The country experienced its coldest night on record two nights ago – in the spring time.

The adverse weather has shocked and surprised many locals, with forecasters warning that worse conditions could follow.

The snow is part of a continuing pattern of cold snaps across the continent that has also seen unprecedented ice storms in Kenya, resulting in 4 inch deep hail covering the ground.”

”In a South African Independent article titled ”Warming has a hand in recent wild weather”, Joanne Yawitch, the deputy director general in the department of environmental affairs and tourism, noted that ”climate change”, as in man made climate change, was playing a role in the adverse weather patterns: ”What it raises for South Africa is the ability to develop a [resilience] to weather changes and how to deal with these,” she said.

The comments echo those of World Wildlife Fund development and sustainability program manager Paul Toni, who recently told reporters in Australia that ”The freezing temperatures are proof of the urgent need to cut carbon pollution.

That’s right – in case you weren’t aware of the new climate change catch-all explanation, man made CO2 emissions now cause global cooling as well as global warming.

Indeed, all weather events, be it snow, rainfall, storms, hurricanes, typhoons or earthquakes are also now caused by CO2 emissions. This is because none of the current weather trends fit in with the notion that has been pushed for the best part of a decade now that an overall heating of the Earth mandates the poor and middle classes be hit with multiple forms of lifestyle restriction and CO2 taxation in order to save the planet. ”

‘Snowfall’ shocks Kenyan village

Residents of a village in central Kenya were shocked to see a blanket of hail resembling snow covering their land.

”I have not seen such a thing ever since I was born,” said one resident of Nyahururu.

”Where shall we graze our cattle now? We do not know when this thing will melt,” said another.

The Meteorological Department dismissed claims that the area had experienced snowfall, saying it was just hail which did not melt because of cold weather.

There is snow in Kenya – but only on the summit of the nearby Mount Kenya.

The storm caused widespread damage to food crops, grazing fields and greenhouses at a nearby flower farm.

The hail covered 100 acres (40ha) of land and was at least four inches deep, privately-owned NTV station reported.

‘Looks like stone’

”You can see this is heavy, it’s not powdery the way you’d expect snow to be,” said Samuel Mwangi, the assistant director for weather forecasting at the Meteorological Department. ”Nyahururu is cooler so when the hail falls, it will tend to linger for hours on the ground,” he said.

James Kariuki, a local journalist, said at least 50 acres (20ha) of maize and 10 greenhouses at a flower farm were damaged by the storm.

Many of the villagers said they had never witnessed such an occurrence.

”This is not even rain, it is something that just fell suddenly. Even if you try digging into it, you will not find any water, it just looks like stone,” one villager said.

Mr Mwangi said that parts of western Kenya frequently experience hail storms, but there the stones melt instantly due to high temperatures.

A NOTE ON THE ICE FORECAST…SEA SURFACE TEMPERATURES ALONG THE ALASKA CHUKCHI AND BEAUFORT SEA COASTS ARE 2 TO 8 DEGREES CELSIUS COLDER THIS YEAR THAN AT THE SAME TIME LAST YEAR. SEA ICE IN THESE AREAS IS AT OR VERY NEAR THE SEASONAL MINIMUM. SIGNIFICANT ICE WILL BEGIN DEVELOPING ALONG THE ALASKA COAST NORTH OF 70N WITHIN THE NEXT 10 TO 14 DAYS.

Igår lämnade Thomas Bodström (S, f.d. justitieminister och bl.a. ordförande i justitieutskottet) och Anders Karlsson (S, bl.a. ordförande i försvarsutskottet) följande anmälan till konstitutionsutskottet där de vill att man skall granska hela remisshanteringen bakom FRA lagen.

Bara den hanteringen är en skandal i sig och ett totalt hån mot hela remissförfarandet.

Hela FRA lagen (som egentligen är 4 lagar) med ALLA förarbeten och betänkanden skickades alltså ut den 22 december på e.m. Och remisserna skulle vara departementet till handa den 8 januari.

Mellan den 22 december och den 8 januari fanns det 6 arbetsdagar. Och även om posten levererade remissen i ”normal” tid så innebär det att man hade 3-4 arbetsdagar på sig från det att man fått remissen, till att gå igenom detta digra material, skriva synpunkter och få det formellt antaget/beslutat av respektive myndighetsledning och skicka det med posten senast den 7 januari.

Och alla vet ju hur många som arbetar mellan Jul och Trettonhelgen. Då vanligtvis ALLA myndigheter och organisationer toppar bemanningen för att ha beredskap OM regeringen skall skicka en remiss.  Eller hur?

Och den 11 januari (3 dagar senare) så fattar regeringen beslutet om FRA lagen. Naturligtvis efter att ha GRUNDLIGT LÄST och BEDÖMT och VÄGT IN ALLA de remissvar som kommit in (de få som HANN komma in).

Ett mycket  realistiskt och ”värdig” tidsplan eller hur? Framförallt med tanke på att FRA lagen innebär att man avskaffar integritetsskyddet och rättsstaten för vanliga medborgare I BROTT MOT grundlagen, Europakonventionen om mänskliga fri- och rättigheter och FN: s deklaration om mänskliga rättigheter ingen roll.

Reinfeldt säger såhär i utfrågningen i konstitutionsutskottet den 19 april i år:

Grundlagsbestämmelserna är väldigt allmänt hållna och de utesluter inte att det så kallade normala berednings- och remissförfarandet kan ersättas med andra beredningsformer i undantagssituationer.”

Han betecknar alltså läget som rådde mellan den 8 och 11 januari som en ”undantagssituation”. Mycket intressant eller hur. Hur en regering SJÄLV tydligen kan beteckna läget i landet som en ”undantagssituation” och DÄRMED STRUNTA I ALLA FORMALIA SOM GÄLLER NORMALT VAD DET GÄLLER REMISSER OCH BESLUT.

Jag tror inte någon ENDA person i Sverige, förutom då delar av regeringen, upplevde att det var en ”undantagssituation” i Sverige mellan den 8 till 11 januari i år.

Alla som kände så räck upp en hand tack!

Och en annan sak:

OM NU REGERINGENR TYCKTE ATT DET RÅDDE EN ”UNDANTAGSSITUATION” i Sverige mellan den 8 till 11 januari, borde man då inte kanske ha VÄNLIGHETEN att meddela resten av befolkningen detta ”faktum”?

Borde de inte ha slagit på pukor och blåst i trumpeter, skickat pressmeddelanden, ordnat presskonferenser – LIVE i direktsänd TV etc., för att meddela nationen detta alvarliga läge?

Men det var total tyst, inte ens ett endaste litet pip kom från regeringen.

Hum… Undrar varför?

Så handlar en ansvarskännande och lyssnade regering som vill värna OCH stärka sina medborgares demokratiska rättigheter.

Det här har ju tyvärr blivit ett vanligt trixande av det parti/partier som har regeringsmakten. Socialdemokraterna  har ju själva använt denna taktik när man vill ha igenom ett beslut utan en ”massa demokratiska besvär”. DVS. man vill HA RÄTT BESLUT OCH RÄTTA REMISSSYNPUNKTER. Andra gör sig icke besvär.

Hela remissförfarandet har ju tyvärr i många fall blivit ett skämt där man högaktningsfullt struntar i de synpunkter som kommit in. Eller skräddarsyr remissinstanserna så att svaret blir det efterfrågande och inget annat.

Visst är det skönt med demokratiska beslut fattade ÅT oss! Då behöver ju vi vanliga svenska medborgare inte bekymra oss så mycket över våra demokratiska fri- och rättigheter och så.

Det skall bli intressant att se vad konstitutionsutskottet ”kommer fram till” då de ”borgerliga” partierna har majoritet (9 av de 17 ordinarie ledamöterna) http://www.riksdagen.se/webbnav/index.aspx?nid=5554

Granskning av regeringens beredning av lagstiftningen rörande signalspaning

Begäran hos konstitutionsutskottet om granskning av regeringens beredning av lagstiftningen rörande signalspaning.

Sakfrågan kring hur den svenska signalspaningen ska bedrivas torde vara väl känd för de flesta. FRA-debatten har varit livlig och intensiv under flera månader nu. Det står därför klart för alla att detta är en fråga som intresserar svenska folket och där regeringen bör vara intresserad av ett så brett och genomtänkt beslutsmaterial som möjligt. Men det vi ser är motsatsen.

Redan i samband med den remissrunda som föregick det lagförslag som antogs av en smal riksdagsmajoritet veckan före midsommar i år var tvärtom regeringens vilja att inhämta synpunkter minimal. Den tidsplanen såg nämligen ut så här: den 22 december på eftermiddagen skickades förslaget ut till myndigheterna på remiss. Remisstiden var satt till den 8 januari och tre dagar senare skulle regeringen fatta beslut. Myndigheterna skulle alltså svara under julledigheten, då många har en minimal bemanning. Alla som vet något om regeringsärendens handläggning vet också att en seriös remiss där man ska sammanställa inkomna synpunkter, bereda ärendet politiskt och skriva fram ett förslag är en process som tar minst en månad. Med en tid på tre dagar mellan remisstidens utgång och regeringsbeslut finns det ingen möjlighet att remisserna ska kunna ha någon som helst påverkan på beslutet. Regeringens remiss var inget annat än ett spel för gallerierna.

När nu de tillägg och ändringar av lagen som riksdagen beställde ska tas fram har den borgerliga regeringen inte lärt sig någonting av den tidigare hanteringen. Remisstiden är nu planerad till mindre än en månad mot normalt tre månader. Utifrån en politisk synvinkel är detta en stark indikation på att regeringen egentligen inte vill veta vad myndigheterna tycker kring frågor som rör integriteten och rättssäkerheten för enskilda i FRA-lagstiftningen. Varken när den ursprungliga lagen bereddes eller när ändringarna och tilläggen ska beredas.

Utifrån en konstitutionell synvinkel är det mycket allvarligt att regeringen ständigt tänjer på gränserna för beredningstvånget. Den borgerliga regeringen har beslutat om t.ex. stora förändringar i A-kassan och försäljningar av statliga företag med en beredning som varit, om inte obefintlig så åtminstone bristfällig. Beredningen av utförsäljningen av de statliga företagen har t ex dömts ut av riksrevisionen som stridande mot grundlagen.

I samband med konstitutionsutskottets tidigare granskning av den borgerliga regeringens beredning av ärenden uttalade statsministern följande i utfrågning den 19 april 2007.

”Grundlagsbestämmelserna är väldigt allmänt hållna och de utesluter inte att det så kallade normala berednings- och remissförfarandet kan ersättas med andra beredningsformer i undantagssituationer. ”

”vår ambition (är) naturligtvis att fö ja beredningskraven så som de ser ut. ” ”Remissförfarandet är väl ett sätt att öppna för att kritik och synpunkter får framföras.”

Dessa citat visar att statsministern i teorin förstår vad beredningskravet innebär för regeringen. Regeringens handlande i sak pekar dock i en helt annan riktning, nämligen på att det är just det sista statsministern tar upp i citaten ovan, att öppna för kritik och synpunkter, som man med alla medel söker undvika. Att det skulle föreligga någon anledning till att beskriva det som en undantagssituation för denna lagstiftning är också svårt att se. Tvärtom har frågan varit föremål för beredning inom regeringskansliet under flera år, vilket gjort det möjligt för den borgerliga regeringen att hitta rimliga former för inhämtande av synpunkter, om man verkligen varit intresserade av att få in dem.

Hanteringen av frågan är helt enkelt inte acceptabel i ett ärende där man vet att många myndigheter, enskilda och organisationer har starka synpunkter på innehållet i förslagen.

Vi vill därför att konstitutionsutskottet granskar om regeringens beredning av lagen (2008:717) om signalspaning i försvarsunderrättelseverksamhet och ändringarna i 6 kap. 19 a § och 21 § tredje punkten lagen (2003:389) om elektronisk kommunikation står i överensstämmelse med Regeringsformens 7 kap. 2§.

New Scientist: Sea Ice Increases Due to Global Warming

You gotta hand it to the global warming crowd. They have mind-bending gall.

New Scientist, which used to be a good pop science magazine, now quotes a NASA scientist saying:

The Antarctic wintertime ice extent increased…at a rate of 0.6% per decade” from 1979 to 2006, says Donald Cavalieri, a senior research scientist at the NASA Goddard Space Flight Center in Maryland.   … Since 1979 … the average year-round ice extent has risen too.

Let’s see, that would be 27 years, so a total increase of about 2.0% in the extent of sea ice in the Antarctic. That’s a lot of frozen daiquiris. 

Millions of tons of increased ice in the Antarctic sounds colder rather than warmer, no?

But the Eye of Gaia has a different way of spinning these facts. New Scientist begins the article with:

”The amount of sea ice around Antarctica has grown in recent Septembers in what could be an unusual side-effect of global warming, experts say.” 

You see, when it gets hotter it proves global warming. And when it gets colder it also proves global warming.

They get you coming and going.

And these people think creationism is unscientific?

Don’t they ever feel embarassed? And why are all the other scientists in the world not rolling on the floor laughing at these silly twits?

Där ideologier, principer etc. används i officiella sammanhang OCH när det passar. Men när det verkligen gäller så skiter man fullständigt i alla dessa ideologier och principer – då är det bara makten, OCH BARA MAKTEN som räknas.

Och då spelar sådana saker som att man avskaffar integritetsskyddet och rättsstaten för vanliga medborgare I BROTT MOT grundlagen, Europakonventionen om mänskliga fri- och rättigheter och FN: s deklaration om mänskliga rättigheter ingen roll.

Så här skrev jag i mitt inlägg Välkommen till Stasi och KGB land – 2!:

Nürnbergrättegången fastslog en gång för alla att ”lyda order” är ingen som helst ursäkt för att genomföra en rättsvidrig och brottslig handling. Ansvaret vilar helt och hållet på den person som väljer att genomför orden. Det finns nämligen alltid ett val. Du kan alltid välja att INTE genomföra en orättfärdig order även om det blir kännbart för dig som individ. Det enda som krävs är nämligen lite civilkurage. Och i Sveriges riksdag så saknas det helt och hållet med ett undantag – Camilla Lindberg FP.

Och det gäller fortfarande.

Här kommer mera detaljer om det vedervärdiga beteende som dessa valda politiker ägnar sig åt. I det här fallet moderaterna och behandlingen av Karl Sigfrid.

Hade det här varit en myndighet, ett företag etc. så hade man rättsligen kunnat klämma åt dessa mobbare med arbetsmiljölagen, facket etc. Men det går inte vad det gäller Sveriges riksdag.

En person (Torben Lecler, centerpartist) försökte efter omröstningen den 18 juni anmäla det hela som ett arbetsmiljöproblem till Arbetsmiljöverket. Dvs. mobbningen av vissa ledamöter och den ”behandling” de utsattes för. Men det hände naturligtvis inte något med det ärendet.

Lägg märke till att det är DESSA PERSONER SOM LAGSTIFTAR MED STRAFFANSVAR FÖR HUR ANDRA FÖRETAG, ORGANISATIONER, ENSKILDA MEDBORGARE ETC. SKALL TVINGAS SKÖTA SIG – INTE DEM SJÄLVA.

Så det andra straffas för kan de (våra svenska politiker) oförtrutet fortsätta att göra!

”Partiledaren börjar med att säga att ingen får lämna salen innan alla är överens. Fredrik Reinfeldt varnar: den som går emot honom äventyrar regeringsmakten inför valet 2010. Och så fälls dessa yttranden, noggrant nedtecknade av en av dem som var närvarande:

Fredrik Reinfeldt: Socialdemokraterna kommer att säga: alliansen är inte regeringsduglig. Och det är regeringsdugligheten som avgör nästa val.

Fredrik Reinfeldt: Kan ni se framför er en gapflabbände Thomas Bodström i morgonsofforna? Och journalisternas lysande ögon, nu ska moderaterna av banan.

Fredrik Reinfeldt: Vi har en i gruppen som pekar finger åt en moderat statsminister. Ska skottet komma inifrån? Ska någon skjuta mot en moderat statsminister?”

SUG PÅ DETTA UTTALANDE EN STUND – Ska skottet komma inifrån? Ska någon skjuta mot en moderat statsminister?”

Det är alltså denne man, Fredrik Reinfeldt, som skall styra och ställa över vårt rike. Och värna Sverige i orostider!

”Men Karl Sigfrid framhärdar:

Karl Sigfrid: Om jag inte varit riksdagsledamot hade jag tillhört aktivisterna som demonstrerar här utanför riksdagen. Det är omöjligt för mig att rösta ja.

Fredrik Reinfeldt: Du är den svaga länken i alliansen, Karl.

Därefter anmäler sig ungefär 30 ledamöter till talarlistan, många av dem unga ledamöter som brukar vara på Karl Sigfrids sida. En efter en ställer de sig upp och pressar sin kamrat som vägrar ge med sig. Bakgrundssorlet tilltar. Till slut skriker en ledamot, Isabella Jernbeck, högt:

Isabella Jernbeck: Tvångskvitta ut honom!”

Se även de erbarmliga och fega s.k. bortförklaringar som partisekreterarna Per Schlingmann (m) och Erik Ullenhag (fp) kommer med.

Om Sverige ÖVERHUVUDTAGET skall vara en rättsstat och ha en demokrati som är värd namnet så MÅSTE FRA lagen stoppas. Antas lagen av den sittande riksdagen i höst så har en milstolpe oåterkalligen passerats

En av de mest demokratiska författningar som fanns var den gamla Sovjet statens. Den författningen var ett under av skydd och garanti för medborgliga fri- och rättigheter. Det var bara det att man aldrig någonsin följde ens en enda av dessa paragrafer. Och det var heller aldrig meningen att de skulle följas. Det är bara att läsa vad herrarna Vladimir Iljitj Uljanov (Lenin), Lev Davidovitj Bronstein (Trotskij), Iosif Vissarionovitj Dzjugasjvili (Stalin) m.fl skrev före, under och efter oktoberrevolutionen.

Däremot så var det ett ”fint papper” att visa upp och hänvisa till i olika sammanhang.

Så här skrev Maxim Gorkij 1918: ”Lenin, Trotskij och deras partikamrater är redan infekterade av maktens gift; det visar deras skändliga inställning till den personliga friheten och yttrandefriheten och till alla de rättigheter som demokratin kämpade för att föra fram till seger”.

Och som sagt, det var redan 1918 OCH med världen ”bästa författning!

Sea Level Rise in excess of 2 meters is physically untenable during the next 100 years

Här kommer en intressant forsknings rapport från universitet i Colorado som publicerades i fredagens Science, 5 September 2008:Vol. 321. no. 5894, pp. 1340 – 1343. Som visar att havsnivån kommer att stiga MAX 80 centimeter (2,6 feet) till år 2100 om ens det. Och då gäller vad forskarna kallar accelerated conditions för att detta skall inträffa. 

Det intressant är ju att detta forskningsresultat kommer från University of Colorado, Boulder som är kända Global Warming anhängare.

Vad var det nu Al Gore brukade säga och som han fick Nobels Fredspris (tillsammans med IPCC) för:

”asserts that a sea-level rise of 20 feet is a realistic short-term prospect”

Så här säger en av forskarna, Tad Pfeffer, i en intervju i Colorado Daily

”Pfeffer said the research calling for 20 to 30 feet of sea rise is not backed up by solid glaciological evidence.

Still, the team’s estimate of seas rising roughly 3 to 6 feet would be potentially devastating to low-lying coastal areas, he said.

The gist of the study is that very simple, physical considerations show that some of the very large predictions of sea level rise are unlikely because there is simply no way to move the ice or the water into the ocean that fast,” Pfeffer said.”

”Pfeffer expects the findings will create a stir among scientists.

There are a lot of people in the scientific community that think we are going to have these enormous sea level rises,” he said. ”This is a bit of a reality check.”

Accurate sea level predictions are crucial, Pfeffer said, so policymakers can plan effectively to prepare cities and countries around the world.”

”If we plan for 6 feet and only get 2 feet, for example, or vice versa, we could spend billions of dollars of resources solving the wrong problems,” he said.”

”For Greenland alone to raise sea level by two meters by 2100, all of the outlet glaciers involved would need to move more than three times faster than the fastest outlet glaciers ever observed, or more than 70 times faster than they presently move,” Pfeffer said. ”And they would have to start moving that fast today, not 10 years from now. It is a simple argument with no fancy physics.”

Antarctica: The majority of ice entering the ocean comes from the Antarctic Peninsula and the Pine Island and Thwaites glaciers, Pfeffer said. Most of the marine-based ice in west Antarctica is held behind the Ross and Filcher-Ronne ice shelves, which Pfeffer’s team believes are unlikely to melt by climate or oceanographic changes during the next century.”

Kinematic Constraints on Glacier Contributions to 21st-Century Sea-Level Rise

On the basis of climate modeling and analogies with past conditions, the potential for multimeter increases in sea level by the end of the 21st century has been proposed. We consider glaciological conditions required for large sea-level rise to occur by 2100 and conclude that increases in excess of 2 meters are physically untenable. We find that a total sea-level rise of about 2 meters by 2100 could occur under physically possible glaciological conditions but only if all variables are quickly accelerated to extremely high limits. More plausible but still accelerated conditions lead to total sea-level rise by 2100 of about 0.8 meter. These roughly constrained scenarios provide a ”most likely” starting point for refinements in sea-level forecasts that include ice flow dynamics.

More hypocrisy from the Global Warming crowd – Carbon Campbell

Hyckleriet verkar aldrig ta slut från de personer som predikar Doom and Gloom och talar om för alla andra hur de DRASTISKT måste ändra sina liv för att stoppa Global warming. Plus att dessa personer gladeligen och ideligen beslutar om skatte- och avgifts höjningar plus hittar på NYA skatter och avgifter för vanligt folk.

Allt med motiverigen av att vi ALLA måste ”bekämpa” Global Warming.

Nu senaste så är det Gordon Campbell, premiärminister i British Columbia och ledare för det liberala partiet, som inte lever som han predikar för andra.

Och ingen i det PK styrda etablissemanget/massmedia bryr sig över detta monumentala hyckleri. Nä, vi (dvs. folket) skall hålla käften och betala samt känna skuld för något som vi inte kan påverka.

Se det var en skön samling herrar och damer.

Eller vad sägs om detta Eco friendly statement av en av Global Warming Hysterikernas Gurus Andrew Charalambous (Club4Climate, also known as Dr Earth, who claims to be a decendant of Roman emperors, Norman kings and the Doges of Venice):

all you have to do is dance to save the world”.

Nå Friends of the Earth blev lite sura på det hela:

”FoE, however, took offence at Club4Climate’s insinuation that people should fly to Ibiza to go clubbing in order to earn their green credentials.

Friends of the Earth’s Ruth Ruderham, head of supporter development, said: ”Telling people they can save the world by flying to an island to party is a green con. Club4Climate is misleading people by using our logo and our name.”

Varpå Club4Climate svarar: ”KATE MOSS and Jade Jagger’s green guru has branded Friends of the Earth (FoE) a ”dinosaur organisation” after the eco-group accused him of misleading the public by claiming that ”partying can save the planet”.

Premier’s trip to Beijing on private jet pure hypocrisy

In 2006, NDP Leader Carole James made the unusual decision to accept a free trip to Taiwan from an Asian business group — something Premier Gordon Campbell immediately criticized as an inappropriate perk of office.

”It wouldn’t be my choice,” Campbell snapped, insisting his squeaky-clean Liberals stay away from that kind of corporate swag.

Now flash forward two years and what do enquiring minds discover? Campbell bagged a trip on a private jet to Beijing courtesy of real-estate developer and political backer Jack Poole.

Now it’s the NDP’s turn to tut-tut and wag their fingers.

”There were plenty of commercial flights available,” said NDP critic Shane Simpson.

Indeed, on my own economy-class trip to the Beijing Olympics, I bumped into Campbell‘s executive assistant on the flight. Guess the boss is too important to fly with the worker bees, even in executive class.

This is just the latest gaffe and miscue by Campbell. On the very day he was jet-setting it to Beijing, his government approved pay raises up to 43 per cent for his senior staff — a brazen booty haul he’s still fumbling to explain.

The guy shot himself in both feet in one day! The NDP is loving it.

Campbell’s private-jet junket to China is a dumb move by the premier for several reasons.

For one thing, Campbell has apparently forgotten — or ignored — his own lecture to James: It is inappropriate to take lucrative perks from corporate interests that have a stake in government decisions.

(Poole is chair of Concert Properties, which lobbies the government on transportation issues. Howe Street high-roller Peter Brown — who was also reportedly aboard the jet — is a generous Liberal financial backer.)

But here’s the bigger problem for Campbell: He’s a total hypocrite.

Private jets are one of the biggest polluters around when it comes to the carbon emissions that cause global warming — the planetary threat Campbell is supposedly so passionate about.

A seat on a commercial flight to Beijing emits about 2.2 tonnes of carbon dioxide, Simpson explained, while a private jet can spew close to 60 tonnes for the same trip.

Gordon Campbell’s carbon emissions from a return trip to Beijing on a private jet would be the same as driving a midsize car for almost seven and a half years.”

This from a man who’s whacking us with carbon taxes to force us to change our evil ways. (Oh, and by the way, because Campbell‘s private-jet junket was an international flight, it was exempt from his own carbon tax. More hypocrisy.)

If Campbell wants us to change our own behaviour to save the planet, he should lead by example. Instead, he jet-sets around the world with his corporate pals because he apparently believes there’s a different standard for the guy at the top.

It’s a classic case of ”do as I say, not as I do.”

Här kommer en som vanligt rättfram analys av Garry Kasparov. F.d. World Chess Champion och enastående stormästare och schack spelare som jag har haft nöjet att se spela live en gång. Numera politiker och grundade United Civil Front (Объединённый Гражданский Фронт) och är med i The Other Russia koalitionen (Объединённый Гражданский Фронт).

Och han har spelat en ledande roll i oppositionen mot Putin och utvecklingen i Ryssland under Putins ledarskap.

Det intressanta är ju även hans konstaterande att EU inte kommer att göra något OAVSETT vad som händer i Ryssland efter samtalet med ”den höge representanten” från EU för 3 år sedan.

Det är alltså på detta europeiska s.k. försvars- och säkerhetssamarbete som Sverige bygger sin försvars doktrin. Dvs. LUFT och HÖGTIDLIGA proklamationer när det INTE kostar något. När det bränner FÅR NÅGON ANNAN TA ANSVARET – The European Way.

Det är bara mantrat ”dialog och åter dialog” som gäller även om du blir ihjälslagen under tiden.

Russia’s invasion of Georgia reminded me of a conversation I had three years ago in Moscow with a high-ranking European Union official. Russia was much freer then, but President Vladimir Putin’s onslaught against democratic rights was already underway.

What would it take,” I asked, ”for Europe to stop treating Putin like a democrat? If all opposition parties are banned? Or what if they started shooting people in the street?” The official shrugged and replied that even in such cases, there would be little the EU could do. He added: ”Staying engaged will always be the best hope for the people of both Europe and Russia.”

The citizens of Georgia would likely disagree. Russia‘s invasion was the direct result of nearly a decade of Western helplessness and delusion. Inexperienced and cautious in the international arena at the start of his reign in 2000, Mr. Putin soon learned he could get away with anything without repercussions from the EU or America.

Russia reverted to a KGB dictatorship while Mr. Putin was treated as an equal at G-8 summits. Italy‘s Silvio Berlusconi and Germany‘s Gerhardt Schroeder became Kremlin business partners. Mr. Putin discovered democratic credentials could be bought and sold just like everything else. The final confirmation was the acceptance of Dmitry Medvedev in the G-8, and on the world stage. The leaders of the Free World welcomed Mr. Putin’s puppet, who had been anointed in blatantly faked elections.

On Tuesday, French President Nicolas Sarkozy sprinted to Moscow to broker a ceasefire agreement. He was allowed to go through the motions, perhaps as a reward for his congratulatory phone call to Mr. Putin after our December parliamentary ”elections.” But just a few months ago Mr. Sarkozy was in Moscow as a supplicant, lobbying for Renault. How much credibility does he really have in Mr. Putin’s eyes?

In reality, Mr. Sarkozy is attempting to remedy a crisis he helped bring about. Last April, France opposed the American push to fast-track Georgia‘s North Atlantic Treaty Organization membership. This was one of many missed opportunities that collectively built up Mr. Putin’s sense of impunity. In this way the G-7 nations aided and abetted the Kremlin’s ambitions.

Georgia blundered into a trap, although its imprudent aggression in South Ossetia was overshadowed by Mr. Putin’s desire to play the strongman. Russia seized the chance to go on the offensive in Georgian territory while playing the victim/hero. Mr. Putin has long been eager to punish Georgian President Mikheil Saakashvili for his lack of respect both for Georgia‘s old master Russia, and for Mr. Putin personally. (Popular rumor has it that the Georgian president once mocked his peer as ”Lilli-Putin.”)

Although Mr. Saakashvili could hardly be called a model democrat, his embrace of Europe and the West is considered a very bad example by the Kremlin. The administrations of the Georgian breakaway areas of Abkhazia and South Ossetia are stocked, top to bottom, with bureaucrats from the Russian security services.

Throughout the conflict, the Kremlin-choreographed message in the Russian media has been one of hysteria. The news presents Russia as surrounded by enemies on all sides, near and far, and the military intervention in Georgia as essential to protect the lives and interests of Russians. It is also often spoken of as just the first step, with enclaves in Ukraine next on the menu. Attack dogs like Russian nationalist politician Vladimir Zhirinovsky are used to test and whip up public opinion. Kremlin-sponsored ultranationalist ideologue Alexander Dugin went on the radio to say Russian forces ”should not stop until they are stopped.” The damage done by such rhetoric is very slow to heal.

The conflict also threatens to poison Russia’s relationship with Europe and America for years to come. Can such a belligerent state be trusted as the guarantor of Europe‘s energy supply? Republican presidential candidate John McCain has been derided for his strong stance against Mr. Putin, including a proposal to kick Russia out of the G-8. Will his critics now admit that the man they called an antiquated cold warrior was right all along?

The conventional wisdom of Russia‘s ”invulnerability” serves as an excuse for inaction. President Bush’s belatedly toughened language is welcome, but actual sanctions must now be considered. The Kremlin’s ruling clique has vital interests — i.e. assets — abroad and those interests are vulnerable.

The blood of those killed in this conflict is on the hands of radical nationalists, thoughtless politicians, opportunistic oligarchs and the leaders of the Free World who value gas and oil more than principles. More lives will be lost unless strong moral lines are drawn to reinforce the shattered lines of the map.

Detta var man totalt enig om i försvarsberedningen.

Som sagt det är värdiga representanter vi har i Sveriges riksdag och regeringen. Och det är tur att det är så visa personer som värnar Sveriges väl och ve – även i orostider.

Russian Navy aircraft test new equipment over the Arctic

– Tu-142MK aircraft from Russia’s Northern Fleet conducted on September 2-3 reconnaissance flights over the Barents and Laptev seas and successfully tested new electronic on-board equipment, the fleet’s press service said Thursday. (Russian strategic bombers – Image gallery)

Tu-142 Bear-F is the maritime reconnaissance/strike version of the Tu-95 Bear strategic bomber, designed mainly for anti-submarine warfare.

”The tests of new on-board electronic equipment and weapons-control systems showed their high effectiveness,” the press service said in a statement.

The flights have been conducted strictly in accordance with international agreements and the norms of international law, the statement said.

Russia has recently stepped up regular patrols over the Arctic and said it may soon shift the focus of its military strategy toward the northern latitudes in order to protect its national interests in the Arctic, especially on its continental shelf, which may contain large deposits of oil and natural gas.

Russia to boost foreign military trade by 8-10% annually

– Russia plans to increase foreign weapon sales by 8-10% annually over the next three to four years, the country’s defense cooperation service said on Monday.

Military-technical cooperation will see a steady increase in arms sales of 8-10% annually over the next three to four years. This is the potential set out in the defense contracts portfolio, and the industry potential,” said Vladimir Paleshchuk, vice director of the service.

Mikhail Dmitriyev, the head of the defense cooperation service, earlier said Russia would export arms worth over $8.5 billion this year.

Paleshchuk also warned problems could emerge after 2012 unless the government took steps to encourage investment in military production as many Russian defense companies either disappeared or converted over to manufacturing alternate goods in the 1990s.

The official commented optimistically on the state-owned Russian Technology Corporation, which he said ”employs not only highly-qualified managers experienced in arms sales, but who have first hand knowledge of weapons production.”

The Russian Technology Corporation was established in November 2007 to consolidate manufacturers of high-tech products for military and civilian purposes.

Russia had doubled annual arms exports since 2000 to $7 billion last year, becoming the world’s second-largest exporter of conventional weapons after the United States.

Russia exports arms to about 80 countries. Among the key buyers of Russian-made weaponry are China, India, Algeria, Venezuela, Iran, Malaysia and Serbia.

The most popular types of weaponry bought from Russia are Sukhoi and MiG fighters, air defense systems, helicopters, battle tanks, armored personnel carriers and infantry fighting vehicles.

Russia also maintains traditionally strong positions in the sales of small arms, anti-tank and air-defense missile systems.

Rice says Russia playing ‘dangerous game’ with bomber flights

– Condoleezza Rice has said the Bush administration is unhappy with flights by Russian strategic bombers near U.S. borders and accused Moscow of playing a ”dangerous game.”

Talking about flights by Tu-95 Bear bombers, the U.S. secretary of state told journalists Monday: ”We’ve had Russian Bear flights along the Norwegian coast…even along the borders with the United States which…is a very dangerous game, and perhaps one the Russians want to reconsider.”

”Nobody needs Russian strategic aviation along America‘s coasts,” she added. 

Rice made the comments as she left for an emergency session of the North Atlantic Council in Brussels, which is due to meet Tuesday to consider relations with Moscow following a cessation in hostilities between Russia and Georgia over South Ossetia.

The emergency meeting was called last week by Washington, which accused Russia of a ”disproportionate” response after Georgia launched a military offensive against South Ossetia August 8 to try and regain control over the breakaway region, prompting Russia to send several hundred tanks and thousands of troops into the region.

Rice said the main goal of the meeting of the 26-member alliance was to deny Russia its ”strategic objective” by backing Georgian democracy.

She also accused Russia of trying to assert its influence in the region ”by military means.” She added that Moscow had harmed ”its own reputation” with its response to the Georgian attack.

Russia resumed strategic bomber patrols, often escorted by NATO planes, over the Pacific, Atlantic and Arctic oceans last August following an order signed by then-president Vladimir Putin.

Russia’s War in Georgia and the background chronology to it

Som ett komplement till mina tidigare inlägg Russia’s Disinformation Campaign over South Ossetia och Before the Gunfire, Cyberattacks against Georgia kommer här en mycket intressant kronologi over händelseutvecklingen som lede fram till Rysslands invasion av Georgien från Central Asia-Caucasus Institute.

Som jag konstaterat tidigare så visar även denna kronologi på de långtgående ryska förberedelserna långt innan kriget. Och att den ryska planeringen var att ”göra något” i början/mitten av augusti. Vilket ju också skede.

De ryska styrkorna var förbereda och hade satt sig i rörelse före den 7-8 augusti då Georgien gick in i Tschinvali.

In August 2008, Russia launched an invasion of Georgia that sent shock waves reverberating – first across the post-Soviet space, but then also into the rest of Europe and the world, as the magnitude of the invasion and its implications became clear.

This invasion took the world by surprise. But what should have been surprising about it was perhaps the extent of Russia’s willingness to employ crude military force against a neighboring state, not that it happened. Indeed, Russia had for several years pursued increasingly aggressive and interventionist policies in Georgia, and had employed an array of instruments that included military means, albeit at a smaller scale. In the several months that preceded the invasion, Moscow‘s increasingly blatant provocations against Georgia led to a growing fear in the analytic community that it was seeking a military confrontation. Yet western reactions to this aggressive behavior remained declaratory and cautious in nature, and failed to attach cost to Russia for its behavior.

After invading Georgia on August 8, Russia did score some initial successes in portraying the invasion as a response to a Georgian decision to militarily enter Tskhinvali, the capital of Georgia’s breakaway region of South Ossetia. Yet a growing body of evidence rapidly emerged, implying that Russia’s invasion was premeditated, not reactive – or in the words of a leading Russian military analyst, planned, not spontaneous.

Indeed, as the chronology included in this paper shows, Russia had been meticulously preparing an invasion of Georgia through the substantial massing and preparation of forces in the country’s immediate vicinity. Scholars will debate whether Russian tanks were already advancing inside Georgian territory when Georgian forces launched their attack on Tskhinvali; yet there seems little doubt that they were at least on the move toward the border. And the scope of the Russian attack leave little doubt: it immediately broadened from the conflict zone of South Ossetia, to the opening of a second front in Abkhazia and systematic attacks on military and economic infrastructure across Georgia’s territory. Within days, tens of thousands of Russian troops and hundreds of tanks and armored vehicles roamed Georgian roads.

Russia’s subsequent decisions to ignore the terms of a cease-fire agreement it signed, and to recognize the independence of the breakaway republics of Abkhazia and South Ossetia, all complete the picture of long-hatched plan. The purpose was not merely related to South Ossetia or even Abkhazia: it served to punish Georgia and expose the inability of the west to prevent Russia from moving aggressively to restore its primacy over the former Soviet Union’s territory, irrespective of the wishes of the governments and populations of the sovereign countries on that area. It is indeed the predetermined nature of this war that makes its implications so far-reaching. It constituted Moscow’s first military aggression against a neighboring state since the invasion of Afghanistan in 1978; and it took place, this time, against a member state of European institutions such as the OSCE and the Council of Europe, and to that a country on track to integration with NATO.

As such, political leaders and analyst soon understood that it formed the largest crisis to date in Russia’s relationship with the West; some have even come to realize that the Georgian war of 2008 may be the most significant challenge to European Security since the Cold War’s end. It is therefore of particular importance to document, already at this stage, how this war started and draw some preliminary conclusions regarding what it means for Georgia, the post-Soviet space, and Europe and the United States. The following pages propose to do so by providing a chronology of events before, during, and immediately after the war; as well as to propose some initial conclusions that could be drawn from this chronology, as well as regarding its implications.

This chronology has been assembled to the extent possible based on multiple and independent sources, as well as on the personal notes of the authors, including experiences on the ground during the conflict. Given the recent nature of the events, however, it is possible that some information reflected here will need correction as more solid evidence emerges. The authors express their gratitude to David J. Smith and Jonathan Kulick for their comments on the chronology. Summer 2004

Following an operation launched by the Georgian governments to curtail  rampant smuggling across South Ossetia, clashes between Georgian forces and South Ossetian separatists take place as Georgia sought to restory authority, with numerous deaths on both sides.

Winter 2005

Sergey Bagapsh assumes the de facto presidency of Abkhazia, following an election in which Moscow backed his opponent, Raul Khadzhimba. Bagapsh’s electoral victory led to strong Russian pressure on the de facto leadership, which forced Bagapsh to include Khadzhimba into his government as Vice President and hand him control of security and defense affairs.

Subsequently, serving Russian security and military officials are appointed to leading positions in the de facto governments of the unrecognized republics. Hence Russian general Soltan Soslaniev served as Abkhazia’s defense minister, while Anatoly Zaitsev became the de facto republic’s chief of staff. Likewise, South Ossetia‘s prime minister, Yuri Morozov, and security chief, Anatoly Barankevich, were among several Russian officers in the South Ossetian de facto government.

President Saakashvili presents peace plans to both Abkhazia and South Ossetia, both of which are rejected.

January 2006

Explosions occur on the Russian side of the Georgian-Russian border, damaging a gas pipeline and an electricity transmission line and cutting gas and electricity supplies to Georgia. These explosions occur days after Russia cut energy supplies to Ukraine, and are blamed on unidentified terrorists.

Spring 2006

Russia introduces an import ban on Georgian wine and mineral water, Georgia’s most lucrative export products, citing health and quality concerns.

Spring 2006

Russia builds a military base in the district of Java, north of Tskhinvali in South Ossetia, an area off limits to international observers. The base includes substantial refueling capabilities for tanks and armored vehicles.

July 2006

Under what is officially a law enforcement operation, Georgia takes control of the Kodori Gorge in Abkhazia, previously run by a local (Georgian) warlord. The Georgian Government-in-Exile for Abkhazia is installed in the Gorge. Georgia also intensifies efforts to internationalize the Russian-led peacekeeping formats in Abkhazia and South Ossetia.

September-October 2006

Georgia expels six Russian intelligence agents accused of espionage. Russia responds with a full economic embargo of Georgia, including the severance of all transportation and communication links, including rail, road, sea, air, postal, and banking ties. Russian law enforcement raids Georgian businesses in Russia and begins deporting Georgian citizens.

March 11, 2007

Georgian-controlled villages in the Kodori Gorge are attacked by ground-to ground rocket fire, likely from territory controlled by the Abkhaz de facto authorities. The attack is supported by Russian military helicopters, a fact obliquely confirmed by a subsequent report of the United Nations Observer Mission in Georgia (UNOMIG). Western leaders fail to react to the UNOMIG report.

May 2007

After elections held in parallel with elections for the Tskhinvali authorities, Georgia introduces a provisional administration in the parts of South Ossetia it controlled since the cease-fire of 1992, under the leadership of Dmitri Sanakoyev, a former high official in the separatist government.

August 6, 2007

A missile dropped by an aircraft lands undetonated near a Georgian radar in Tsitelubani in close proximity of South Ossetia, recently upgraded to NATO standards. Two teams of European and American experts conclude that the action must have been performed by the Russian Air Force. A Russian team of experts instead argues the incident had been staged by Georgia to create an impression of Russian aggression against the country.

February 17, 2008

Kosovo declares independence. President Putin claims Kosovo’s independence, if recognized by western states, will set a precedent with consequences for Abkhazia and South Ossetia. A few weeks later, in an interview with Nezavisimaya Gazeta, Konstantin Zatulin, Deputy Chairman of the Duma Committee on CIS and Compatriot Affairs, suggests the draft presidential decree may be just the first step toward Russian recognition of Abkhazia and South Ossetia. It is important to move now, says Zatulin, while Kosovo is still a fresh issue and well before the 2014 Winter Olympics in Sochi. Tbilisi withdraws from the Joint Control Commission overseeing negotiations over South Ossetia. It instead proposes a format which, apart from Georgia, South Ossetia and Russia, also envisages active roles for the EU, OSCE and the Sanakoyev administration.

Russia announces its withdrawal from the 1996 CIS sanctions treaty, which banned trade, economic, financial, transport and other links with Abkhazia.

President Mikheil Saakashvili outlines a new peace initiative for Abkhazia, including the establishment of a free economic zone, representation at all levels of the Georgian government, and far-reaching autonomy for Abkhazia.

At the NATO summit in Bucharest, Georgia is denied a Membership Action Plan. Georgia and Ukraine are nevertheless assured they will be offered NATO membership at an unspecified point in the future. German chancellor Angel Merkel stresses that a country with unresolved conflicts can nevertheless not join NATO.

April 16, 2008

A Russian presidential decree signed by outgoing President Vladimir Putin instructs the Russian government, as well as Russian regions, to open political, social, and economic relations with Abkhazia and South Ossetia. The decree in many ways establishes relations between Moscow and the two territories that approximate relations between Moscow and its federal subjects. This is interpreted in Tbilisi as a move to legalize a Russian annexation of the two regions.

April 18, 2008

Abkhazia claims Georgia is reinforcing its troops along the cease-fire line and in the Kodori Gorge. UNOMIG nevertheless states that no troop increases have taken place.

April 21, 2008

An unarmed Georgian UAV (Unmanned Aerial Vehicle) is downed over Abkhazia. Citing footage from the UAV’s camera capturing its own destruction by a MiG-29 aircraft as well as radar recordings showing an aircraft taking off from the Gudauta airbase in Abkhazia and departing into Russian airspace, Georgia accuses the Russian Air Force of downing the UAV. This triggers a diplomatic row, as Tbilisi claims Russia is engaging in military action in Abkhazia, while Russia denies responsibility, claiming the plane was shot down by the Abkhaz air defenses. A UNOMIG investigation subsequently concludes in May that the aircraft was Russian.

April 24, 2008

At the UN, the U.S., UK, France and Germany, all members of the Group of Friends of the Secretary General for Georgia, express concern over Russia’s policy toward Abkhazia and South Ossetia, and President Saakashvili calls for talks on internationalizing the peacekeeping missions in the two regions.

April 29, 2008

The Russian Ministry of Foreign Affairs claims Georgia has reinforced its military presence in the Kodori Gorge, preparing for an invasion of Abkhazia. Russia confirms it is reinforcing its peacekeeping contingent in Abkhazia, and setting up several new checkpoints along the Inguri River. UNOMIG subsequently denies any troop buildup in the Kodori Gorge or along the cease-fire line.

May 14, 2008

Abkhazia’s leader Sergey Bagapsh requests permanent Russian military presence in Abkhazia. Such plans are later denied by the Chief of the General Staff of the Russian Armed Forces. Georgian officials say a war between Georgia and Russia has been avoided due to French mediation.

May 16, 2008

The UN General Assembly passes a resolution tabled by Georgia on the right of return of all IDPs to Abkhazia. The U.S. votes for the resolution, Russia against; most western European states abstain.

May 21, 2008

Georgia holds parliamentary elections. Two buses intended for transporting Georgians in the Gali region to polling stations are blown up in Khurcha, just across the border in Georgia, injuring four. Tbilisi claims the Abkhaz side is responsible. Later reports by UN observers suggest the incident was staged by Georgian officials.

May 31, 2008

The Russian Ministry of Defense sends about 400 troops from the Russian Defense Ministry Railway Forces to rehabilitate Abkhazian railways. Tbilisi accuses Russia of improving the infrastructure in Abkhazia in preparation for a military intervention.

June 16, 2008

One person is killed and four injured in a skirmish between Georgian and South Ossetian forces in the outskirts of Tskhinvali. Georgian forces confiscate heavy equipment including anti-tank missiles from Russian peacekeepers on the Georgian side of the Georgian-Abkhaz administrative border – weaponry that, according to the agreement on peacekeeping, required notification of Georgian authorities.

June 21, 2008

In an interview with the Georgian newspaper Rezonansi, respected Russian military analyst Pavel Felgenhauer stated that a political decision to start a war in Georgia had been taken in Moscow as early as April. He predicted that a war would start in Abkhazia no later than the middle of August.

July 1, 2008

Sukhumi closes Abkhazia’s de facto border with Georgia.

July 3-4, 2008

An explosion in the South Ossetian village of Dmenisi kills a South Ossetian police chief. Later the same day, a mine attack on a convoy carrying Dmitri Sanakoyev injures three Georgian policemen near Tskhinvali. The attack is followed by an exchange of fire between Sanakoyev’s security personnel and unknown gunmen. At least two people die in shellings in Tskhinvali and surrounding villages.

July 5, 2008

The information services of the North Caucasian Islamic resistance publish an article on their website, Kavkaz-Center, stating that Russia will wage a war in Georgia in August, but placing it in Abkhazia.

July 8, 2008

The Georgian MOD reports the intrusion of four Russian aircraft over South Ossetia. Russia confirms its aircraft entered Georgian airspace to ”cool hotheads”, marking the first instance of a violation of airspace not denied by Russia.

July 15, 2008

Russia launches a large-scale military exercise, ”Kavkaz-2008”, in 11 regions in the vicinity of the Georgian border. Approximately 8,000 army servicemen participate in the training, which engages paratroopers, the Pskov Airborne division and the Black Sea Fleet. 700 combat vehicles and 20 aircraft are activated and undergo readiness inspections. The Russian authorities refer to the exercise as a pre-planned counter-terrorism operation, but states also that it aims to prepare the troops for involvement in special peacekeeping operations, due to the latest developments in the region.

The Russian Ministry of Defense announces the completion of the repair of the 54-kilometer railway linking the Abkhazian capital of Sukhumi with the region of Ochamchire in the Abkhazian conflict zone.

Damage assessment: Georgian village Tamarasjeni the most destroyed and damaged

Här kommer en mycket intressant sammanställning och satellitbilder över kriget i Georgien. Med mycket detaljerade sammanställningar över vad som har blivit förstört.

Tschinvali skulle ju enligt ryssarna ha blivit totalförstörd men fakta visar att 5,5 % av byggnaderna blev förstörda eller skadade. Däremot den Georgiska byn Tamarasjeni blev 50,7 % av byggnaderna förstörda eller skadade.

Onekligen en viss skillnad.

Det är UNOSAT (UN Operational Satellite Applications Programme) som står bakom satellitbilderna.

Another Russian Journalist Shoot in the Head – By the Police

Och nu har ytterligare en journalist i Ryssland fått en kula i huvudet.

”The founder of a website and vocal critic of the Kremlin’s policies in the Caucasus died Sunday from a bullet wound to the head while in police custody, Interfax reported, quoting prosecutors.

Magomed Yevloyev ran the website ingushetiya.ru, a major source of information in the region, and was a prominent opponent of the pro-Kremlin president of Ingushetia, Murat Zyazikov.

Prosecutors have opened a preliminary investigation after Yevloyev was shot in a police car in Narzan, the capital of volatile Ingushetia, a mostly Muslim region that borders Chechnya.”

”Russian justice authorities had ordered in June that the site be shut down, saying it was disseminating ”extremist” views.

Moscow had also blocked access to the site late last year after it called for protests against the local administration which the opposition accuses of corruption and mismanagement.”

In October 2006 journalist Anna Politkovskaya – a prominent critic of the Kremlin – was shot, just one of many reporters to die in suspicious circumstances since 1993 in the Russian Federation. Circumstances: attacked and beaten with a scrap-iron bar on the stairwell of his house
Place of work: the newspaper Krasnoiarsk Segodniashniaia Gazeta
Additional information: at the time of his death he had been investigating a crime


Chechugo, Sergei

Died: 27.01.2002
Circumstances: died in a helicopter explosion in the Shelkovski region of Chechnya
Place of work: he was the press officer at the Ministry of Interior of the Russian Federation in the Southern federal district and free lance journalist for the newspaper Komsomolskaia Pravda


Belozerov, Igor

Died: 03.10.1993
Circumstances: killed by a sniper who was shooting from the Ostankino TV centre building
Place of work: he was a cameraman for the TV channel Ostankino


Borovik, Artem

Died: 09.03.2000
Circumstances: died in a plane crash at Moscow Airport
Place of work: as well as being a journalist he was president of the publishing company Sovershenno Sekretno
Additional information: the airport security service has not ruled out that the attack on the plane was planned. A criminal investigation has been launched


Chechugo, Sergei

Died: 30.12.1998
Circumstances: killed by a hit and run
Place of work: he was deputy editor-in-chief of the newspaper Konkurent based in Vladivostok


Domnikov, Igor

Died: 16.07.2000
Circumstances: beaten around the head with a hammer, at the entrance to his house. He died in hospital some hours later
Place of work: he was editor of the Novaia Gazeta, Moscow
Additional information: A colleague of Igor’s had reportedly received threats, offers of bribes and been told by members of the Federal Security Service to stop his investigations. It is believed he was the intended target and not Igor

Circumstances: died from a heart attack as a result of the shootings at the Ostankino TV centre building
Place of work: the magazine ”Chelovek i Priroda”
Additional information: investigations by journalists reveal that at the time soldiers were shooting at anyone who came close to the building


Gorelova, Marina

Died: 10.11.1996
Circumstances: killed alongside her colleague Yuri Shmakov, in an explosion at the funeral of the chairman of the Foundation for Afghanistan War Veterans
Place of work: she worked for the TV company Otechestvo


Ifanov, Vyacheslav

Died: 05.04.2007
Circumstances: found dead in his car which was parked in his garage
Place of work: he was a cameraman for the TV channel Novoe Televidenie Aleiska


Ivanov, Valery

Died: 29.04.2002
Circumstances: shot while outside his house in Tol’iatti, in the Samara region
Place of work: he was editor-in-chief of the newspaper Tol’iatinskoe Obozrenie
Additional information: Tol’iatti’s Procuracy said that the murder was linked to his professional activities in reporting stories on local criminal groups


Kazikhanov, Tamerlan

Died: 13.10.2005
Circumstances: shot by a Chechen fighter as he approached his workplace in Nalchik
Place of work: he was head of the press service for the anti-terrorist centre at the Ministry of Interior, Southern Federal Region


Khlebnikov, Paul (Pavel)

Died: 09.07.2004
Circumstances: shot in Moscow while leaving his office. He died on the way to hospital. The two suspects fled by car
Place of work:he was a cameraman for Puls TV, Channel 5


Kholodov, Dimitrii

Died: 17.10.1994
Circumstances: fatally wounded in an explosion
Place of work: he was a journalist at the newspaper Moskovskii Komsomolets


Kochetkov, Vagif

Circumstances: attacked and beaten at the entrance to his house he died later in hospital in Tula
Place of work: he was a journalist for the newspaper Trud
Additional information: his money and mobile phone were stolen in the incident, so there is a possibility his death was a result of a mugging


Konovalenko, Alexander

Died: 06.06.1995
Circumstances: died in police custody in Volgograd
Place of work: he was a journalist for the newspaper Krest’ianskoe Slovo in Volgograd


Krasil’nikov, Sergey

Died: 03.10.1993
Circumstances: shot by a member of the Russian special forces outside the Ostankino TV centre

Circumstances: died when a tank, driving on the opposite site on the road, lost control and crashed into his car. At the time he was reporting from Chechnya

Circumstances: died on the Azov-Bataisk motorway while reporting on illegal car races which were taking place there

Additional information: friends and family believe he might have been murdered on the motorway, a criminal investigation was launched under the Russian equivalent of a violation of road traffic laws


Markevich, Eduard

Circumstances: found dead in the village of Reftinskii, in the Sverdlovsk region
Place of work: he was editor-in-chief of the newspaper Novii Reft, Reftinskii
Additional information: his colleagues assume he was murdered due to his journalistic investigations


Mikhailkov, Viktor

Circumstances: found dead in front of Cafe Topol in Chita
Place of work: he was a journalist for the newspaper Zabaikal’ski rabochi in Chita

Circumstances: found dead next to a building. The Moscow Procuracy announced that he had fallen from some height, probably out of the window

Additional information: the editor-in-chief of the Komersant newspaper doubted that it was suicide. Safronov reported on defense issues


Shchekochikhin, Yurii

Additional information: The Russian President at the time called it a political murder. The Kalmyk Republic president’s brother and the chair of the National Bank are suspected of having ordered the murder. Four suspects were arrested but the investigation still continues
